Shooting the top of a head doesn't count as a headshot.

Maybe you're missing the hitbox?

 

Try turning on the hit boxes and practicing with a friend. Record the trial and post here.

 

Oh, I know this bug. It's also a War bug. Hitting the very top of a hitbox won't count as a headshot, try to aim a little lower until this is patched.

 

I've noticed this as well, don't think this was done was intetionally but I do believe heashots should be fixed.

As cowlick said, theres a hitbox, the top of their helmet is not even part of their body

 

I'm not sure for an Apple but for my computer, which is a Windows 7, you use F3+H. As Brawler said it is known bug and quite an annoying one so I hope it gets fixed very soon. Until then just try to hit around the middle of the head.

Honestly, I don't even believe there is such thing as a headshot. Long ago some random called a head shot a head shot because he thought that's why he won. It got viral, and people used it. I believe the damage is just random at a average. For example, a guns average damage is 5. Sometimes it does 6, sometimes 4, and if you're lucky, 7. I don't think there's a actual headshot count considering a player is counted as ONE WHOLE ENTITY. That would be EXTREMELY difficult to code it so that only the small top part of a entity would count as a headshot.

To clarify something else, I know a bunch of people who believe critical hits are when you hit someone's head..

It is actually not. It's more of a downward swing type thing. When you jump, as you hit the ground, hit something. It will do criticals. This is why people jump in sword fights. When you hit someone and hit the ground at the same time, it does criticals.

 

Actually, through experimenting with the plugin when it was still public (looking at source code), I figured out that it is possible to deal headshots by hitting the top part of an entity, or the head. It's totally possible; try the plugin on a server, headshotting. It always will deal headshot damage. It's not random at all, or that would be weird. It's not a coincidence that the Dragunov kills in one hit in MC-War, the plugin is designed that way to deal extra damage.
At the time when Orange coded the plugin, he may have encountered a problem that caused him to make the headshot system what it is now; hitting the very top of the head won't work, but hitting in the neck area will.

 

This is annoying. It should count as a headshot as long as it hits the HEAD, right? Also, I've noticed the hitbox extends to the very top of the chest area(which sorta doesn't make sense), but I might be mistaken.

 

I have something to add to this, if you press F3 + B you will see player hitboxes, and the top of the head is actually only the armor, and the hitbox doesn't cover all of the player's visual body.
