So like can mods even do anything?

Mods do not need permission to kick or tempban. The only thing they need is a valid reason.
Sometimes the player will stop, and if they do not a kick is often used upon them.

 

Spammers are usually warned a couple times before kicking. So maybe thats why you didnt see an immediate response.
All staff are very responsible in their duties, I have been online with spammers and OOMers and have personally seen some staff members chase them down and kick them.
We also have to make reports of the incident so the problems can be fixed, or a player punished.
OOMers are harder to punish then you realize. Imagine 10+ player jumping out of map and running around, and then a staff member having to chase them and kick them. Then, when they are all finally punished, having to make a report about that certain map so it can be fixed.
Mods do their best to take care of the server, and many players see that.

EDIT: I kick about 10-15 people a day for spam, and temp ban almost never has to be used because a player is warned and doesnt want to have more consequences.
We like to warn the player and give them a chance to stop, before just automatically kicking/tempbanning them.

Our Moderators have the ability to kick and ban for an hour. They are to use it after the player has been warned twice, then they may issue the player a kick from the server. If the player comes back online, he is given a final warning, then the player will be temporarily banned from the server for one hour. All of our Moderators are there to help protect the server and the members playing, none of them "don't care." If you believe a Moderator is not doing their job well, or feel they could improve, you can message them directly, or message an SMod+.

Mods can act on their own initiative and kick as they wish, and 1 hour ban as well.
