Idea: When you click the "report a rule breaker" button, it brings you to a forum similar to the "ban appeal" page. That way, S-Mods and Admins can reply telling you why they didn't ban the player or if they thought it wasn't enough proof.

This could be good for legitimate reports, although users could spam pointless reports.
You can always check the public bans here.

I think this is a good idea, due to the fact players could see if they needed more proof of the rulebreaker, and for people who are lazy like me and don't want to go to the public ban page. However I completely agree with raven on the fact that there may be problems with spammers

I like this idea because sometimes it takes a while for the person to be banned, or something goes wrong. I remember one time, I reported a hacker on kitbrawl who was clearly using aimbot. I waited two days and he wasn't banned after that time. I had been checking the ban reports daily. I pm-ed Colonel_Chris about this and he realized that he banned randomname46 instead of randomname43. If I had not been checking the public bans, and if I had not talked to Colonel_Chris, the hacker would have never been banned. This would prevent a similar situation if the player was banned and Colonel_Chris replied saying that the player was banned.

Well, we used to have a report forum.
    A corrupted profile forum too.

As Jakob said, on the old old forums we used to have a report section and corrupted profile section in which everyone could respond to it.

This was back at our Enjin forum while we were still named Multiplayer Servers :V
    Also it's "Jacob" not "Jakob".

I wasn't sure if that was our old old forums or our old old old forums.
I think it is our old old old forums.
Fun Fact: I was actually named tdaddy15 on the first two forums due to an email misspell.
