I'm planning on making a tutorial for creating good resource packs, what should I cover?

First of all, try covering the basics of pixel art in general. That's essentially what creating a texture pack is: pixel art.

    • Recommended programs to create textures.
    • Inspiration for creating a texture.
    • Shading of items.
    • How to make the background of textures transparent.
That's all I could come up with so far.

You know, drawing things but instead of using fine lines you make it pixelated. It's an important thing to know, especially if you plan on making 32x32 or even 64x64 texture packs.

It's more difficult than it looks, because you have to figure out how to set up each pixel to make it look good.

You should go over the helpful tools you can use in resource pack making programs, for example, on paint.net, you can easily make different layers.

    Oh, I gotcha. Will do.
I honestly don't find layers very useful, but I will definitely consider this.

    • Shading
    • Creating the actual gun shapes
    • Camos
    • Tips & Tricks
    • Where to find inspiration
Those are just a few topics that I think you should cover.

Layers are definitely useful if you want to make an item or gun to appear 3D.

Yeah, it was just an example, there's plenty more useful tools on paint.net.
