    Rather than having some pointless resistance and stuff, the starter infected player should be equipped similarly to his colleague in the original Call of Duty. Here are a few balanced options:
    Root zombie gets a free piece of superarmor and a M9 w/ 32 bullets to use. Wears off after the first kill or after 25 seconds of hasn't gotten a kill yet, or if there are at least 7 infected players.
    Root zombie/infected receives the basic resistance and 2 tomahawks that will instantly kill a survivor. Lasts permanently, therefore you can kill OoMers.
    Root zombie gets superarmor along with speed II and resistance. Wears off after zombies have hit 10+ kills

    Any other possibilities?

    I think what would make everything balanced is a throwable knife but your ideas are also good.

    But 2 tomahawks.... CARRIER INF is ruined... And all other camping maps -.-

    That will make infect more fair.
    Survivors - OP weapons.
    Infected - 1-shot throwable weapon for root zombie.
    It's not for everyone.

    Just make zombies spawn with 1 nade and let them use tactical and no tomahawk and its fixed. Maybe jug for the root

    That will take it even further away from CoD theme.

    I don't like any of them, the zombie is balanced as it is, except for some maps that just need to be removed from infect.

    As a zombie you can't kill other players with the tomahawk.

    I liked the idea about the root zombie having one grenade, it evens the play alot. It could also be like this: The root gets a grenade but after X amount of ppl get infected the root doesn't get it anymore.
