Recoil reduction for SMGs.

    This basically would make SMGs a more commonly used class among the competitive part of community (like me).

    They'd have no recoil then.
    Apparently the minimum is like 0.012, otherwise it rounds it down to 0. Don't ask me how that works.

    Reduce the recoil, but not by that much. That's too much.
