    Lately, I've seen alot of players make their own heads or just heads made to look like things (i.e. a hamburger, Christmas presents). I was just wondering how that is done, do I need a certain rank?

    You will need Adv. Builder+.
    The command is:
    /i 397:3 1 {SkullOwner:[player]}

    Yes. It says a username then you still use /i 397:3 1 {SkullOwner:[player]} but with one of those usernames
