EMP3 is a directed energy weapon seen first in the Call of Duty: Advanced Warfare. It fires a single shot at a time dealing enough of the damage, and it has a fairly long range. However, it can overheat if fired too quickly without a stop.
Developing such a weapon would require a new game mechanic to be implemented and additional coding, that is possible. I'd prefer for this to be added at a later date as well.

This weapon would use a directed battery system which would be assigned as a durability. This requires having a durability on an item (preferably, a tool), which means that we will need to swap some of the textures that were planned to be added.

    Donator weapon: 5$

Could be released for a reduced price being placed at: 20-40k credits depending on the economy.

Stats: Magazine size - 10[regenerates +1 clip size every 60 ticks, 10 being highest clip]

Damage: Ramp-up is 2.5 hearts/3.0 hearts/3.5 hearts within each shot once you have held down the weapon and fired rapidly, which means that it deals more damage over time.

Range: Up to 70 blocks allowing for mid-long range fire.

Accuracy: 1.0/Directly on point as Demolisher.

Hip accuracy: Same as the main accuracy.

    RoF: 200 RPM

    Texture: EPM3

    Recoil: 0.012

Special (-s): Scavenger not required for this primary only, crouching gives 0.5 extra bonus damage.

Special (-s): Overheat - gun stops working after 10 continued shots and cannot be fired. Could be set to reload during that time. Then, it slowly starts cooling down, and can be used once it is fully cooled down.

    Ammunition: 10 | <overheated ammo amount>

Uses: A particle beam with a rapid travel speed being 4.5

    Knockback on hit: 1 block.

Shots per click/burst: a single shot.

Just a quick question, how would scavenger affect this gun? With the way things are NOW, do you think the coding of scavenger could potentially break the gun?
A durability system would seem to work pretty good, like you mentioned though. Will there be an overheat function of the gun as well? Just a few points I wanted to bring up.

    The EMP3 sucks too.

It's really similar to the EM 1 and they both have overheat functions, so let's say if it overheats X number of times it loses ammo.

Also, if you have scav, scav could lower your overheat rate and make it slower I suppose, but not too much as having a laser beam gun that hardly ever overheats would be OP as hell.

With the new plugin, this could be developed a lot easier. I can surely say that weapons can indeed become broken, if coded incorrectly. While the weapon would be coded, based on purple plugin, I think scavenger could be even necesarry and could break the weapon as well. However, with our new plugin for guns, this would be much easier.

EM1 is not a single-shot based weapon and they both actually differ drastically. EPM3 deals damage over rate of fire while EM1 deals a rapid beam of death with a reduced amount of damage.

Next, this would most likely be a donator weapon and it has to be worth buying. Also, it could actually be coded to be unaffected by scavenger, maybe only affected by passive perks. I already mentioned in the OP that it negates the scavenger at all, I don't really think we need it.

Donator weapons need to be good, or otherwise, nobody will buy them. Compare the sales of flame thrower and low to crossbow or Raygun.

    I don't think scavanger/SoH is needed.
    You could use
    Hardline
    speed
    marathon
    etc

Even though they are not needed, people (like me) who only have scavenger are forced to use it with this gun. My question was if the perk would break the function of the gun, which was answered.
