    I can guarantee you that almost 90-95% of players level 20-30 do not have one nuke. I'd take away nukes and add maybe 1-5 EMPs.

    Most players from level 20-30 don't have a single nuke, unless they have scavenger or have donated, maybe then.

    Or are extreme campers.

    I would still remove nukes as a requirement though.
