    When I tried to buy a kit it said no permission, just further context.

    I am not completely sure, but I think they are working on it. Because I am a MVP global and I can't use the VIP kits either. So right now I imagine it just doesn't work.

    Use the command /kit well in the glass box, and choose an available kit and the items should spawn in your inventory.
