    I've been seeing people do this but I've never been able to do this, no matter how hard I tried.
    If someone could help me make the gif that's in my sig to be my profile pic that'd be great

    I believe it is against the rules to have a GIF as a profile picture.

    You can, but it won't be animated due to a limitation, I guess.
    Never heard of such a rule.
