Question: I know being active on TS3 is a requirement for being a mod, but some people (like me) don't wanna be in a chat room with a lot of random people. I know meetings and stuff go on there, and I don't mind using TS3 for the meetings, but I don't want to be in a chat room with a lot of random people. What's the chances of being accepted? 1-low 10-high

You could always get your team/friends on TeamSpeak and speak with them. We need to see that you are able to be on and converse, but speaking with random players as a moderator is pretty necessary.

My friends/team always communicate using Skype, so is it possible if I be online on TS3 but don't use it, so I can still receive PMs?

No, as a Moderator you need to speak with players who need help. To do this, you should also be in public channels sometimes.

Do I have to be really active in public channels? I don't really fancy the idea of talking to random people. I don't mind being there once in a while, but to be on there like 3 times a week is too much for me

You don't necessarily need to talk to them, but you need to be in public channels sometimes, answer questions and moderate.
Moderators need to be communicative, Teamspeak is a important part of this communicativeness.
