    Going back to MW2, there were perks that had a "pro upgrade" ex: Scavenger, scavenger pro. Some people are financially unable to or their parent won't let them donate, but they want perks. So here is a solution: All current perks will be given as default from leveling up, but their "pro" upgrade can be bought. Note: this is just a suggestion for future updates once mc war 2.0 is released.

    Here is how it goes

    Scavenger: Regular perk: unlocked at level (blank). This will give the default amount of 10 ammo per kill.
    scavenger pro: $3 (gives the user 4 times the ammo per kill and it refills their tacticals and lethals).
    Stopping power:
    Regular perk: 1 heart of damage added to gun. Unlocked at lvl (blank)
    Stopping power pro: Deals 3 hearts more per hit. Cost $3
    Marathon:
    Regular perk: Time for sprint to die out takes two times as long as the normal time. Unlocked at lvl (blank)
    marathon pro: Sprint never runs out. Cost $3
    Flak jacket:
    Regular perk: Takes the current damage without loosing health
    Flak jacket pro: Take three to four times the damage without loss of health. Cost $3
    Martyrdome:
    Regular perk: Drop one grenade. Unlocked at lvl (blank)
    martyrdome pro: Drop two grenades. Cost $3
    Fully loaded:
    regular perk: you start off with 90 extra ammo. Unlocked at lvl (blank)
    fully loaded pro: You start off with 180 extra ammo. Cost $3 usd.

    Some might say this could lower the donations. To counter this, announced in the chat will be: "Do you want more ammo per kill, explosive resistance, etc, go to the store and get an upgrade of a perk!"

    Overall this would make it more fair. For those who already got these perks, they will be given the pro version of the perks they got before. This balances it out. That's it, see you on the battlefield!

    edits: Changed scavenger pro to give 4 times the ammo more per kill
    changed stopping power pro to deal 3 extra hearts.

    I understand that you want it to be fair and all, but remember, Brawl needs the donations and with this, there might be a chance of less people donating. And I also think that there are enough people who are around level 12 but still run around using minigun or cbow.

    solution: Broadcast on the chat "want an upgrade of a perk that gives two to three times extra ammo per kill, blast resistance, etc? Go visit the brawl store.

    So... With scavenger pro you get 30 ammo per kill?

    Oh my God everyone would buy minigun. Think of the money made...

    This will most likely have an effect on Brawl's income, as your idea will make the donator perks slightly less valuable. I can agree on the fact that they could acquired by an alternate way instead of donating, but making them a level-based unlock could possibly hurt the donations on Brawl, therefore it has a lesser chance of being considered. This is a business, after all.

    Then maybe make the perks give more? ex: Scavenger pro: You start off with 180 ammo for your primary, 72 for your secondary, and you get 35 ammo per kill? That is way more giving than the regular scavenger perk

    So from what I've gathered by reading is that you want the regular perks to be unlocked for FREE via level up, but have a BETTER version buyable? That makes no sense. Money rolls in from war like kids to the ice cream truck. Making the perks for FREE makes it like kids chasing an ice cream truck in the winter; there are no ice cream trucks in the winter. Most people would think, "Hey I could buy the pro version and get more stuff." But his friend will say," Why buy it when you're already getting a ton of stuff for free just from leveling up?"
