    He has done this countless of times. Unfortunately I haven't taken every screenshot of him/her doing that.

    That screenshot isn't impersonating staff, he's telling him not to swear, and being pretty respectful about it.
    If he threatens to mute/kick or actually says hes staff it would be different.
