If you aren't doing anything bad, you will not get banned, especially if a regular player is telling you, don't listen to them.

If you join Party while Shoot the Sheep is in progress, then you are put in a spectator mode that enables you to go anywhere you want, unlike the rest of the Party games, where you spectate the game at a certain distance from the arena. This isn't a bug and you won't be banned for that.

Update: What compositions said was correct. Shoot the sheep allows its players to go anywhere in the arena they would like. It won't be a problem if you remain above the sheep and don't block people's arrows. I will also bring up the issue to a higher staff member to see if we can get it resolved.
