    This will be short, but its still a idea and i dont think it needs much of explanation.

    Just like you have to mine to get ores you should have to hoe your drugs from the drugfeilds, taking up drugs with your hands from the grounds? naw, hoes is safer way! you will get 2 from each instead of 1 for example, because lets say that you accidently break every second shroom you take up with your hands but with a hoe you will allways get a sure 2 (or 1... if you will get 50%o 50%1 with hand.) drugs for every drugspace you take up. And for higher ranks (that gets like 4 every time) should get 4 with the hoe but only 1-3 without it.

    Hue. Maybe outside of the drug fields, just like you can buy picaxes outside of the mines.

    Since premium ranks already get drug harvesting bonuses maybe:

    All players get mining fatigue while harvesting drugs. The use of different hoes give you less fatigue (aka faster harvesting). Having a hoe would be grounds for an sheriff to arrest you.
