    The title pretty much explains it. I'm not sure if this is a bug or a feature.

    Bug, for sure. How can you recreate it? When does it happen?
    I'm sure Dwarf gains its slowness back when it levels up or down.

    "How do you recreate it?" You get a medic to heal you.
    "When does it happen?" Immediately.
    "I'm sure Dwarf gains its slowness back when it levels up or down." You're absolutely correct.
