    Just have someone start designing texture packs. For specific games or just overall gameplay. Give examples of the texture packs for people to see, and if they want it they can buy it.

    What about gamemode which literally require a resource pack to make any sense (such as War)? But more importantly, anyone could just buy the resource pack then release it to everyone for free. Its a great concept but it probably won't work.
