I think it's important that mods and staffers accept friend requests so that we can know when they are online and we can ask for their help.

Staff Members are basically regular community members who just have extra permissions, and need to moderate and such. Who they friend is who they want to friend, they shouldn't be forced to friend someone randomly, if this is the case, then why not make a system for them to friend every single person on the network? Most staff members don't even like it if they get 50 messages in one minute, it's very hard to deal with when they're trying to moderate or play a gamemode. There are staff members who do friend people, but it should remain optional. If you really need help, you can do the command '/support' and all staff members can see it.

TL;DR It would defeat the purpose if this were to be added, '/support' is a better solution.

Is there a way to know what mods or staff members are online? I know there's /list but that only shows the players of the server you are currently on.

If you need staff, then you should consult staff, there's not a real need to contact a specific staff member unless the situation requires it. If it does indeed require it, then you should find another way of contact, Forums or Teamspeak.

If you want a specific staff member that is un-staff-related. Then go for it, but staff are not an extension of the friend system, if you want to friend a staff member, do it for the sake of just playing with them, unless they have their own sets of ways.

Anyways, they're most likely on the Forums or on Teamspeak, if you need live help, /report, /support, or getting on Teamspeak is the best choice, if it's not such a priority or if it's something that cannot be discussed at the moment and is pretty big then do it on the forums.

The fear of adding a list is knowing what players would do when 0 staff is on, as we cannot monitor the servers 24/7.

I understand. I'm actually trying to suggest the opposite.
I've come across a situation where there was a hacker on a server I was playing. I reported them (/report Player hacking), but no one came. I reported them again, and once again, no one came. Finally, I decided to /msg a mod I am friends with. They responded and said they were on there way. They should've responded to the /reports I was sending out in the first place.

Honestly, most staff ignore in-game reports if something doesn't catch our eye. It's such a misused and abused system we can only attend to the most important looking reports.
    Ex:

We're planning to integrate systems that will allow staff to PM anyone without being friends, but other than that I can't really think of how to make the system more accurate for staff.

Perhaps a multi-paged GUI system to report a player could make the reports more serious and accurate. Players tend to just report everything that they think is unfair at the current moment.

 That guy should've been kicked for that. Kicked off the server, and kicked in the rear end.
