It already looks like it. Indians will easily track bandits once they get bounty and hunt them, bandits have advantage of not being attacked by sheriffs when they aren't rogue, sheriffs will wear proper stuff to fight Indian who are killed on sight.

I'm wondering if they can make a second server instead.

Respectively:

Cartels and team bank need to be improved.

I don't think legal drug is a good idea. To earn money you can mine ores, to gain effects you can have alcohol instead.

Indians should be informed which drug dealer is being robbed if this becomes implemented.

Sheriffs should be informed which bank is being robbed if this becomes implemented.

What's wrong if the system of mining out of jail?

I feel it might be okay to start with 0, just advice new players to chop trees for money then they'll learn the rest.

I think the kit should be nerfed that after death the player would be unable to kill others with the kit they have. It's annoying how several people try to stab somebody trying to process in base with dagger over and over again. I think that the starter pickaxe should be wooden (remember they also cause melee damage) and better pickaxes should be cheaper (like stone for 100G after chopping some trees 9G each or 6G in Frisco).

Vote for items in Wild West hasn't been implemented yet, I don't know why but it should.

Sheriff HQing is another matter.

Actually the system is that if you process, it takes quite slow but you're safe from PvP there, making mining boring at long run, processing is a separated world as it's full of PvP. Conductors can be robbed for free money when no sheriff is on and it's too easy, especially since bounty is dropped faster while offline so it's just a mere profit.

There should be a daily kit allowing players to gain a free pony. Of course it counts as limit so experienced players won't take any advantage of this kit, it'll just help new players.

And these are my thoughts about these ideas.

I doubt they'd make boost for old players if there was reset and we'd complain. We're good enough to boost ourselves, but I'd like the inactive teams being removed because there are names which we can't take and nobody can use them. I think that teams should be removed if there was no activity detected for a month (for any of their members).
