    So this isn't in too much depth, it's just a small idea I have regarding sales. Here it is in a pretty unorganized layout :stuck_out_tongue:

    The Blackmarket would be found inside cartels, viewable via an NPC. The blackmarket would basically be the shop for goods, at the set price of the seller. Cartels would become No-PvP zones unless it's being taken over. When you sell on the blackmarket, 5% of the cost would be added after the seller's set price. The player selling would receive their set price and the extra 5% cost would go to the team controlling the cartel the items were bought from. To avoid people accidentally triggering a cartel takeover upon entering when the player just wants the blackmarket, there will be a message in chat upon entry, saying something like this - "You have entered the [drug] cartel! Cartels can be taken over for 5% of drug sales. If you want to attempt a takeover and enable PvP, type 'yes'. If you don't want to takeover type 'no'." If a sheriff entered a cartel PvP would be enabled and the sheriffs would have to control the cartel for 3 minutes in order to take them over and make 'sheriff-controlled'. This would drop drug prices from dealers by 10% and give the sheriffs that took over the cartel 1g per drug sold to a dealer. Also, if a sheriff takes over a cartel, the blackmarket would be rid of illegal items on sale. When sheriffs are taking over cartels, a message would pop up in chat, "The sheriffs are taking the [drug] cartel! "

    So this is just my rough idea, I'm open to suggestions. Comment below and I'll edit the post.

    EDIT: Looks like everyone wants PvP in cartels still, looking back it does seem a bit OP and doesn't really help the concept of Cartels. PvP will be enabled to add risk and stop people going to just blackmarket for cheaper deals.

    The only thing I dont like is being Non-PvP when not getting captured, everything else is good

    It wouldn't be noob friendly. Noobs go in to get gear from the blackmarket, have just bought something and then they get a bullet in the head. Pretty unfair. PvP would only be enabled during takeovers.

    I like the idea, but maybe on a different location. Cartels should always be PvP in my opinion.

    It can't go in towns as its too OP, can't go in the middle of nowhere or rebel bases as they are pvp. I think the PvP during takeover works, but I want to hear the community first. Thanks for the feedback!

    Since there's a debate over Cartels and their PvP designation, I think it's safe to say that, if this idea was implemented how I feel it should be, Cartels would stay a PvP zone. The Cartels themselves need work to encourage PvP, as that is what they are designed to do. Their major flaw is that the money earned from the cartel is not a lot, which doesn't make it worth it.

    The black markets would pretty much be in a separate area of its own. No controlling, no capturing, no sheriff-capping (honestly, it just increases the potential for sheriff abuse, and we've had enough of that as of late.)

    What if sheriffs were forced to takeover though? That would stop abuse, or we could make it sheriffs are allowed to inspect etc. but can't ticket unless illegals are found. The blackmarket control would also boost the motivation to takeover cartels, with the extra 5% from sales on the blackmarket. And sheriffs would get the motivation to fight there too by the 1g per drug sold and the 10% drug sale decrease.

    Cartels fall under illegal locations, and sheriffs are not allowed to camp illegal locations for more than 5m unless illegal activity is taking place. That means that sheriffs could still wait there thinking that people are going to come back, when in reality they aren't.

    It only increases the potential for sheriff abuse, which is painful for the players, which is also painful for @randomcitizen1, who already is trying to find ways to lessen the amount of abuse that is occurring, when he could better spend that time figuring out how to return Wild West to its previous size of a playerbase. Not the pitiful excuse we have for one now.

    Why not just say Cartels don't fall under illegal? And staying for 3m is counted as abuse?

    I'm not counting the 3m cap time, but that 3 minutes added to any time spent after the Cartel is capped waiting for people to come. TBH I don't agree with Cartels being illegal, since almost no one goes there, and sheriffs can't know if someone is capturing a cartel, and they can't cap Cartels themselves, but if the Black Market was added, there would be a reason for sheriffs to go there, when really Cartels are meant to encourage bandit vs bandit PvP.

    With a cartel rework, I could definitely see this idea become a possibility. Many players have advocated towards having one giant cartel instead of five smaller ones, with drugs assigned respectively. It definitely wouldn't be illogical to give the team controlling the cartel a slice of the money spent on illegal arms.
