What we need to do with players who don't learn from their punishments.

So earlier today I had a problem in which one specific player (not going to call them out but you know who you are) nade glitched for like the 10000th time. I do not understand why he has not been perm-banned because glitching is against the rules and the same person is keep doing it after his punishment ends. It clearly shows that he/she is not learning from their lessons, as I feel the staff are wasting their precious time of day to deal with players whom don't learn from their lessons. Therefore, I think there should be a new policy implemented in which these players will be punished harshly after repeated incidents of breaking the rules. They are a disturbance to the Brawl community. It shows that they are not learning from their punishments.
New policy idea:
1. Warnings and temp bans 5 maximum
2. 1 week ban
3. 2 week ban
4. 1 month ban
5. Perm ban because they haven't learned their lesson.

Thanks as I wish to make the community more clean and have the players have a good time free from disturbances like players who don't learn from their lessons.

Sorry for the confusion, but the point was to implement a new policy that would prevent people like them from playing on the servers. And that user has been punished many times.
