Firstly I can clearly see neither one of you eat cereal. Your point of sogginess makes no sense; you put the cereal in right after you pour the milk and if you put cereal first you pour the milk right after anyway. So,
milk then cereal
=
cereal then milk.
Saying it affects sogginess would be like saying 2+3 = 5 but 3+2 ≠ 5. It's going to be as soggy regardless the order.

Now that we have that cleared we can move to the cons of pouring milk first.

1. Danger of splashing: if there is not a rugged surface (such as cereal) there is a bigger chance of splashing.
2. Your milk to cereal ratio (MCR) will get f*cked up because it's easier to calculate the perfect MCR when pouring milk to your cereal, rather than vise versa when the cereal will float on top.
3. Some cereal (such as Rice Krispies) require a stimulus from the milk to cause a reaction. In the case of Rice Krispies milk being poured on them creates pressure (I guess) on the cereal, which are partly hollow, and pop a thin crust of mostly sugar to create the iconic snap, crackle and pop. Also obviously majority of humans must've always put cereal before milk: A company as big as Kellogs (founded in 1906) would not create a food item, called Rice Krispies (founded in 1927), that requires opposite actions to normal human behaviour. If milk is poured first hoped actions wont occur.

In conclusion: cereal then milk > milk then cereal.
