    @pewgeon brings up a valid point. In a rebel base it's usually not needed to be on a horse, but when there are rogues out in the wilderness it is not a very good idea to have to dismount from your horse just to cuff. If the person is also on a horse you will have to resort to other means to get them off the horse so that you can cuff them. When I was sheriff, there were a number of times where I had to horse cuff in the wilderness just to avoid being blown up by sawed offs, or the person also had a speedy horse.

    And mostly in rebel bases there are more people that group up and good luck cuff them!
