I might be wrong here, but from what I’ve heard the EULA only applies to servers that are 1.9+. So if brawl would downgrade to just 1.8 they wouldn’t need to follow the EULA.

Correction: The blacklist only applies to 1.9.3+, which also explains why HCF servers can sell crate keys and ranks that give huge advantages.
