No. Minecraft just can't display percentages of hearts. It just looks that way on the screen.
The repeater was nerfed to 5.8 hearts for a headshot. It used to do 7.5. To be precise, 5.8 if a headshot and 2.9 for a bodyshot.
I'm pretty sure I did do the math right as resistance five does give 100% damage reduction. Say something does 100 damage (nothing does...
