    You'll have to apply for a creative rank here: https://www.brawl.com/forums/102/
    The order is like this Builder > Adv.Builder > WE1 > WE2 > WEPRO.

    If you follow that order you'll have a better chance of getting promoted than when you directly go for WEPRO.
    WE1, WE2 and WEPRO provide worledit.

    Basically, apply for Adv. Builder, build new builds, show those off and get WE1. Then you have world edit.
