This is a three-stage idea that is somewhat simple but effective.

    1. Once a persons mod application is "Open", meaning that the public should choose if the player should get the staff position he/her is applying for, the player should have to join a specific server dedicated to testing moderators.
    2. That server would be a semi-rule free server. Each player can break any rule on that server (i.e. spamming, glitching, NO HACKING!). Once a player breaks the rules, the Sub-Moderator would have to take action. One regular mod, global mod, or even a new rank (this is a suggestion) a "Testing Mod" (idea below) would be supervising the server. If the player who is "Sub Mod" does take action, this will be recorded and graded by other staff members at a later time. If the player does not take action and the problem begins to get out of hand the supervising staff member will tell the player who is breaking the rule to stop. Depending on this stage, it will effect stage 3.
    3. Once the player is recorded and reported to other staff member, the staff members will grade the player on how they reacted. This will be the tipping point if the player gets moderator.

Testing Moderator: This player will be a regular mod that applies specifically for this test server. The job of this moderator is to supervise how a certain Sub-Moderator is reacting in a crisis situation. The acting Testing Moderator will then report what he has seen to other staff members. If the Sub-Moderator does not take action to the player who is breaking the rules, the acting Testing Moderator will have to take action. A simple warning should take care of the problem, but they do have permission to temp-ban a player. The Testing Moderator must be a mod on another server. The place where the Testing Moderator will post the staff members should be called a "Prophet Forum" and be open to the public, just to see if he is really what the Sub-Moderator puts himself up to.

I'd rather not have Trial mods. The open tag doesn't mean anything, only that the thread has been sitting there for a while. Furthermore, we want to know how a mod will act when there's no one watching, not when there is supervision.

Players are always watching moderators... They will report if they are "bad moderators" if they do get mod. Although this is character, I would rather a person with bad character always pretend then a person who has good character and does NOT show it.
