    Making team caps as suggested in many other threads won't solve the issue of big teams, over the last 4 days I've been fighting groups of teams, about 4 - all allied. So either there has to be something major that will resolve team alliances forming, and I suspect it will have to be more than just team processor owning (again, suggested in other threads), or cuffs don't get removed.

    If cuffs were removed, or taken to a level where you can't cuff rogues or KOS people, then there has to be something pretty major which makes going after big teams worth while (like killing rogues puts 30% of the rogues bounty into the sheriffs bank, or if the player is /bailed a % of the bail goes into the sheriff's bank). Otherwise, as I stated in my post above, it will just lead to sheriffs going after new players who carry a lot of drugs and are easy to kill/cuff in order to make money.
