    I know that you can't combine the books that you voted for. But for enchanting tools with them I do not know... I have yet to try.

    That's not the issue. If he didn't have enough experience to combine the two items, the GUI would've looked like this.

    In his picture, there's a red x across the combining sign, meaning it's impossible to combine those items in an anvil, even if he had 10,000+ levels.

    Buying enchanted books from the shop is different from using /vote to buy it. Simply don't use the shop and use the new voting shop instead.
