    Currently, scavenger basically is the best perk for all of the weapons (other than Isolator+Model), and I find myself always choosing over other perks.
    I suggest we beef up the other perks, so that people would actually use them.
    Here are a few of my suggestions:

    Juggernaut - user takes only 1/3 bullet damage (used to to take 2/3), and has reduced fall damage taken by 50%.

    Flak Jacket - user takes 50% of grenade damage (50 dmg), and all damage taken from other explosive sources is reduced to 50%, including crossbow and Ray gun.

    Martyrdom - grenade explodes after 10 ticks of it dropping.

    Hardline - Killstreaks cost 3 kills less (in CoD it's 1, but it is rendered useless by scavenger).

    Speed - food bar drains 50% slower, speed stacks in infected game mode.

    Stopping power - weapons deal 2 hearts extra damage instead of 1.

    Before crying about how overpowered this is, look at scavenger and tell me that it isn't worth using it. I think we need to make other perks capable of outperforming scavenger in certain situations. I understand how overpowered this can be when paired up with the corect weapon, but you won't be able to resupply ammunition when using any of these.

    OOOR, we keep these perks the same and make a new secondary perk slot where you can not use scav slieght or stopping

    Juggernaut needs to be buffed big time. I have all the perks and I find few add real value except Scavenger.

    This would require a perk point system that I already suggested. Many people called it balanced.

    I agree with this list. Many perks are simply ignored because they are underpowered. The only problem I see here is turnnig underpowered perks into overpowered perks.

    I don't agree on Juggernaut absorbing less direct damage, because full automatics and smgs can still kill juggernaut users pretty fast.

    P.S. You made it so we can only select up to four choices. :V

    The new speed perk would render marathon even more useless. To that degree we might as well remove the whole perk.
    And hardline should decrease it by three. Otherwise, good ideas.

    That perk should be buyable in game with credits.

    It was buy able in the old 2.0 Beta.

    Marathon - infinite sprint
    Speed - faster move speed
    Marathon is still more versatile.
    NOTE: Buffed Hardline on your suggestion.

    The only powerful perk in the game is scavenger. And as you know, these cost real money.

    I'm sorry I didn't think everyone would like this post every time they read it.

    Stackable speed, it seems legit. I just hope it isn't mistaken for blink like sugar in WarZ.

    Personally, I love to use speed, martydom, and jugg perks, would love to see these implemented!
    Suggestion: If you already have speed (as a a zombie) make it speed 2.

    I'd just merge marathon and speed into one perk.

    That would be overpowered.
    You would become the scout from TF2.
    Infinite speed 1 .-.

    No it wouldn't, speed one is barely faster than normal. I still doubt it could compete with scav.

    I would use sleight of hands more than scav. I've played 72 levels without scavenger so I'm very good at conserving ammo. Every shot counts so I use sleight. I could see some of these happening
