    how can i make a animated resource pack and what is the best tool/program for it?

    1.8 and something that is understandable, it doesnt tell me where to go to find the textures

    Just take a existing resource pack, and change the textures using any tool, except for MS Paint.
    Also, the resource pack system has barely changed since 1.6.
