When you're using a law and only used 2/4 shots. When you reload it take only have the time.

I like this idea, like if you leave at least 1 bullet in the mag you can reload faster... Cool!

Let's say you are playing infect and your raygun still has 4/8 bullets in the magazine. If you reload with more bullets the quicker the reloading time.

I think that would make every gun too op. Reloading is the main reason the zombies win infect. I do like the idea though, very creative

Well everyone has gun. It won't make the guns more op because they have the same stats.

    This idea:
    * Makes little sense in a real-life context
    * Doesn't exist in any modern shooter game
    * Would require most guns to be rebalanced

    This isn't real life.
This isn't a modern shooter game.
    Give me an example?

War is modeled off the CoD franchise so I would argue that it is, in fact, a modern shooter game.

One example of a required rebalance: the python currently has a 70-tick (3.5 sec) reload time and a 9-round magazine. If you were to fire off only one round at a time before reloading, you would have a
    Code:
    70 ticks * (1 round / 9 rounds max) = 7 + (7 / 9) tick
~0.38 sec delay between shots. The current firerate of the python is 200 RPM, which translates to
    Code:
    60 sec / 200 rounds = 0.3 sec / round
As you can see, there is only an insignificant 0.08 second difference between the two modes of fire, but the former mode essentially has an infinite number of rounds per magazine.

That doesn't make any sense. Changing out the magazine takes the same amount of time regardless if the magazine is empty or not.
As for pump action shotguns or the LAW, yeah, this would make sense.

It actually does exist in modern shooter games such as battlefield 4

I own BF4 and I can confirm: this mechanic does not exist in the game.

Well does it make sense that when you still have 22/24 ammo left in a skullcrusher and switch out the magazine, it only uses 2 bullets?

No, that's a mechanic most shooters get wrong - When you switch out magazine, the remaining bullets should be ditched, unless they are removed or the same magazine is refilled.

In CoD for shotguns and grenade launchers for example, if you have 5/24 ammo left in the gun, say the full magazine has 8 bullets, you would put 3 bullets in instead of 8 bullets. It also would work with every other gun. Normally, if you empty the whole magazine on an smg or assault rifle you would put the clip in, and pull something back on the gun or hit something on the gun to load the bullets in, but if you don't empty the full magazine you would just put in a new magazine without hitting or pulling anything. Same goes with pistols, shotguns and snipers. Pistols you would pull the top back and release it. Shotguns you would pump you shotgun if you would empty the clip. Snipers you would pull a bolt back. Also with revolvers like the magnum and the python. If you didn't empty all the bullets, you would put what you need to fill the gun.
