    If you purchase scavenger 2 times does that increase the percentage of bullets you get back by 50% or does it stay at 25%?

    I doubt buying it twice would increase the power of it.

    It stays at 25%, you'd have to be blue to upgrade the class, which is not available. So buying 2 scavenger perks will not do anything.
