Turn Wild West into a Practice Server (For Now)

Let's be honest, Wild West is just very flawed. Every way of making money other than Indian camps aren't even remotely interesting. Fights are very sparse due to the server dying (even HG had more players than it, yesterday. @AmbitionZ_), and new players are plagued by sheriffs, which is essentially a mechanic that stops any new player from being able to make money effectively while a sheriff is online.

The planned rework which @randomcitizen1 has posted seems to fix quite a lot of these issues. However, this is still a long way off, due to our limited dev time. Wild West simply isn't doing well in its current state, and it needs a change or else it might as well be removed.

The practice server seems to be more popular than the actual gamemode at the moment. Its also better for new players, as a practice server will not involve any grinding, which typically puts off a new player. The map would be a Wild West themed map which is different to the one we currently have - I can build it if necessary. The economy would revolve around buying kits and killing people.

I'm also aware a Wild West practice server already exists and that just copying it may seem a bit eh. But, considering the owner of that server is banned for stealing Brawl assets, I'd say its fine for us to make a practice server too.

The practice server would be in place until we're able to finish the Wild West rework, which'll fix a lot of the major flaws of the game and make the gamemode in a state where having a stable player base is possible.

And I know this is a bit of a drastic change, but the gamemode is dead anyway. Wild West needs a drastic change if its ever going to get players, otherwise it'll go down the exact same route that HG did. I'll come up with more details and maybe build the map if people like this.
