Add a Stable Near Coco Base

    It takes nearly 2 minutes for me to call a horse when I'm at coco base, which is way too long. If I'm not mistaken, that'd be 4 minutes for someone without a donator rank.

    Just add a stable manager near coco base, so the call time is 60 seconds for a donator. It doesn't have to be around any buildings, but it wouldn't take very long to just copy and paste some buildings in there like we did with the rebel bases.

    +1 from me, but one question, will the stable be like a drug illegal horse towns, where you can sell horses, sell drugs, and call horses, like a secret town not on the compass? Or will it will just a little house with a villager saying Stable Manager?

    Honestly, it doesn't really matter. I wouldn't be against it just being a random NPC out in the middle of no-where - there's loads of drug dealers like this anyway.
