    I think the RP files should be released already, I'm saying this because, not everyone has a good computer, and sometimes it takes a while to load the resourcepack when you join the server, it should be released so people can just pre-apply it before joining the server, and just in-case anyone wants to make their own changes/edits to the pack.

    you can access the server resource packs at C:\Users\You\AppData\Roaming\.minecraft\server-resource-packs
    the file is called legacy (at least for me), you can open it with winrar
