Fixed Hit Reg (for real) and Gun Balances Changelog 10/20/17

Hello Brawlers,

Last patch we thought we fixed hit registration, but things somehow got worse. I have since (today) fixed hit registration and also fixed close range combat. This should make the server feel much more smooth and enjoyable.

Now for the guns changes:

• SCAR firerate buff - For it's level the SCAR didn't even compare to the ACR or AK, we felt a minor firerate buff was needed to make it worth its price and level
• M16/Famas damage buff - These two guns are widely neglected by rifle users due to their lack of damage per bullet. I have increased the damage on both, so hitting all 3 shots in a burst should be more rewarding
• Ranger damage buff - For the best shotgun, the ranger isn't really liked due to it's two shots. Even though one shot had the potential to one shot, this was only if majority of the bullets landed. I have increased its damage, to give the two shots it has available more of a punch.
• P90 slight accuracy buff - Again, the P90 was slightly underwhelming compared to other lower tiered SMGs. This slight accuracy nerf still leaves it less accurate than other SMGs, but it's fire rate should be more than enough to compensate
• RPK accuracy buff - The MG4 was buffed in the past for the better, but now the RPK just isn't worth using. We have given it a slight accuracy buff to make up for it's smaller magazine.
• Dogs minor health neft, minor speef buff - Just trying this out, players with marathon were able to outrun dogs, so hopefully this addresses that issue
• Sentry gun health nerf - Entirely too much HP unless grenaded, lowered HP since the sentry isn't suppose to be a high level killstreak
