Idea In-game /stats [player] Command

Summary: This command has two arguments including the command itself. The other argument is a player's name. This command would get the stats discussed below, of a player in-game without having to go on the forums. This can be useful and quite fun to use since most WarZ players are inactive on the forums, and comparing stats might be a fun addition to the game.

Usage: /stats [player]
- Can include yourself
- NOTE: Currently, the usage brings a link to brawl's website stat page which is parallel to the /vote command. To elaborate, it's not very nice to look at and is a little discouraging to navigate to rather than just having it all in one place (typing the command, and seeing it on-screen). Hence why I think the command should be reworked to showing most of the stats in game, and the website having more thorough things such as what achievements the player has achieved and larger decimal places on those numbers, etc.

Restrictions:
- Player does not have to be online, meaning there should be a way to fetch this data. If this is not possible storage-wise, then the player should be online.
- The list should be concise so it looks good with most chat-box size settings
- Obviously not all of the player's stored stats should appear, there's too many
- Rapid use in the command may result in a player being kicked for spam

Layout:
[Decorative pattern like achievements] [player-name]'s Statistics [Decorative pattern like achievements]
[Stat 1]: #
[Stat 2]: #
...
[Decorative end to stats]

Stats Ideas:
- Kills
- Deaths
- KDR
- ELO
- Achievements completed/Total achievements
- Humanity
- Credits
etc.

Some stats may be on the same line (kills/deaths) due to unlikelihood of getting so many of each to result in overflow.
