That is most definitely, red stained clay.

I think he means to replace it with sandstone to make it consistent.

 

You may of asked that, but you got your discussion mis-communicated by your title "What is this...". It's sounding like you're asking what type of block is that.

It's not even a "bug" worth fixing.

 

Maybe it's supposed to look like a pool of blood...although that's pretty disturbing.

 

I would have to agree with this.
It's not harmful in any way. The only thing that this does is make the map look strange. But chances are that is the only spot where that is, and people wouldn't go there very much. They're usually in the middle fighting over the river.
