Regarding being On Topic in the Other Section

Question: Alright, this is a rather simple question, but should be answered/brought up nonetheless. In the forum rules thread (https://www.brawl.com/threads/40/), this is a general forum rule:

• Keep posts related to the main post at all times (Stay On-Topic).

Moving onto the Forum Specific Rules, this is what is says:

• Other > Off Topic
  • Forum rules still apply! (Expect for staying On-Topic)

Now from plainly reading this second rule, it sounds like there could be a thread about say COD MW2, and I could be having a conversation with another forum member about puppies and kittens. Now if someone were to really think about, they might think it says to stay on topic with the thread. My general question is this, do you want us to stay on topic with the thread's purpose? I expect you will say 'yes'.
If you do say yes, I believe you should edit the forum rules a little for the Other forum section. It would help to make this rule clearer. I think it would be better to say (or something relatively similar to this):

• Other > Off Topic
  • Forum rules still apply (Stay On-Topic with the Thread, but Threads can be about anything)!

I bring this up because a few days ago, Chris locked a thread in Off Topic because the members were not discussing the thread itself, they were going off of the Thread Topic.
