    So i was walking through the sewers earlier and found a random nether star in the water.

    I guess they haven't seen a point to removing it. It's not like it does anything, and you can just throw it out if you don't want it.

    Yes, it doesn't do anything and doesn't change anything so no point removing it.

    how is it "old admin abuse" servers do restart so shouldnt the nether stars dissapear after restart?

    It was the old coders I'm guessing. Or in game they set the spawn for a nether star in a area.
