I'm not sure you really understand what this rank provides. This rank is meant for builders who need a larger plot to keep on building their creations and at a faster pace too. Judging by the title and your answer in "Why do you need this rank", it sounds like you want to apply for staff (you can't become staff on Creative just like that). Your builds are ok, they don't seem to have too much detail in them and they don't fill up your entire plot. Wait until you need actually need the rank before applying again.
