I'm pretty sure most of these have been suggested already, I don't know if they're being implemented or not, though.

The really old map is gone, according to Putty.
I don't like the sound of having horses as cars; just ride a horse into battle.
An underwater city with good loot is actually a pretty nice idea, and would make for some intense underwater combat.

 

Something like rapture from Bioshock would be pretty cool. Of course, people wouldn't be fighting under water, they would only be in the water while they were swimming towards it. I don't feel like people would want to fight eachother underwater. Movement is slowed, so all dodging aspects of combat would be withdrawn.

 

I think if done correctly, underwater combat would be pretty cool.
To make it a bit more different, gun bullets could slow down and/or do less damage while fighting underwater. In addition, anyone with the scuba helmet could have that water movement effect from 1.8, or something like that.

 

The idea I really like most here is rare loot for underwater fights. We can include some really massive underwater temples using the blocks from 1.8. Perhaps also a very rare type of re-textured armor that only spawns in one of these temples so players are encouraged to raid them.

 

The texture idea, I don't see any point in. But you may be getting somewhere with your idea on under-water cities, hence creating a place for intense battles! :3

 

This would be fun, but since it's hard to dodge bullets underwater, make it so guns shoot slower and the bullet travels slower.

 

Underwater battles would be soooooo cool... However, even on full brightness, underwater is EXTRA dark...
