    Buddycrack's reply should answer your question (since the thread got locked, there's no way that you are able to vote).

    If the thread has been locked in this case it has as it's now in Pending, a viable solution would be that you can write on his wall, or private message him.

    "How does the process work?"
    Initially when the application is made the user is informed at the bottom of the template to make a yes/no poll. You can use the poll provided to voice your opinion on the applicant.
