Unbans for hackers ddosers and more

I dont find it good that hackers and such can get unbanned from purchasing unbans. These people just hack again and most hackers disrespect the community a lot so my idea is simply not let hackers, ddosers and the other kind of hackers from buying unbans to just keep hacking and the only way I would like them to get unbaned is to have video proof of them in that situation, just go to in-game bans and look at how many hackers bought unbans and most bought 2 sometimes, this has to stop, this is one of the causes of so many hackers too.
