    Question: So, I found someone who is breaking a forum signature restriction. So, I figure, I will go on to the players profile, and report them from there with the "report" button. The thing is, this members profile is limited to only certain members, even though I do follow him. So, what should I do? PM a staff member?

    Yes, PM a higher staff member, and they will deal with it.

    Reporting a post of his is a fine alternative. Just state that his signature is bad in the reason field.
