Add a timer to TPAs

    I just want to put out there that if there is one thing that happens to annoy me on Creative, it has to be the occasional TPA spam. Whenever I communicate in shout and ask for a specific player to teleport to me, there is usually a troll who just happens to spam me with TPA requests. I bet many people have experienced similar situations, and it has to stop.

    Put a timer so you can't TPA to a player consecutively for a specific increment of time.
