    Question: Why is it that when I am tagged in a thread that I haven't seen yet and dont get a notification for it?

    Go to your account > Alert Preferences, and make sure "Tags you in a message" is checked.

    I just checked and it was selected. An example of when this happened is today whilst I was looking at outros. I saw JayDog's and noticed I was tagged without being notified.

    You only get an alert if you are tagged on the initial posting of the thread. In the JayDog case, he edited the thread and added a tag for you.
