Runes:
Magic Pen 7.8 (9 Greater mark's of magic penetration)
Attack Speed 6.9% (9 Greater seal's of attack speed)
Ability Power at level 18 - 28 (9 Greater glyph's of scaling ability power)
Movement Speed 4.5% (3 Greater quintessence of movement speed/sugar rush/any other greater movement speed quintessence)

What to upgrade:
Upgrade E first, then Q, then E. Max out either E or Q first, I highly suggest E for poking wise, using Q to poke is rather risky on mana. Max your speed out last because you have so much movement speed that you can really out run anybody (expect when slowed). Use your mushrooms wisely!

Spoiler: Playing 101

-Notes for playing top lane-
You are going to be very easy to kill, remember that, play slightly defensive, once you hit level 6, you'll be able to really do things. Poke the enemy a bit, if they're trying to attack you, use your blind and take them out.

Use your mushrooms in the line of minions, usually the top laner will try to out push you, however when you hit level 6, you can use these mushrooms to delay them from destroying your turret. When you know you're going to die, try to focus the one that is low and or doesn't have enough hp.

Bring ignite and flash, they'll usually underestimate your damage, with a simple combo of Q, auto-attack, and ignite, you'll deal enough damage to them where the DoT's will kill them.

Focus the enemy carries in team fights to Garen-tee the kill for your team and making it less harder. AD carries have no way of fighting against Teemo when it comes to the blind.

To be a sneaky little devil, hide in their jungle (check to make sure there's no wards), plant some mushrooms and wait till one of them steps on it, wait a few seconds and make sure there's no other person around.

This goes in order of what you should build.
Obliviously you would build boots first.
